With the upper house, TWS, the Liberal opposition and many in his own party refusing to back the Gordon-above-Olga option, Lowe became increasingly isolated. In July 1981 he narrowly survived a leadership challenge from rival Harry Holgate, who supported the Franklin scheme.

The commission had been used to never having to defend its development proposals but after the Pedder fight it had to make a public case for any new scheme. The flooding of the lake also left a number of specific positive legacies for the environment movement. Probably the most significant one was the part played by the Pedder campaign in forever changing conservation battles in Australia. They went from polite, discreet meetings with officials to major campaigns to win the hearts and minds of voters.

In March 1967 a new group was created to defend the lake, this one called the Save Lake Pedder National Park Committee. 13 Between 1962 and 1976 no less than five environment groups were created to defend south-west Tasmania. This turnover was part of an evolution of the Tasmanian conservation movement that allowed it to achieve new levels of assertiveness. It was a necessary part of the growth of the movement during this formative time. There was significant tension between older activists, who were used to keeping quiet in a close-knit community like Tasmania’s, and younger ones who were less worried by local sensibilities.
